If you are installing UURollup, it's highly recommended to install the Unofficial Service Pack 5.1 first. Not doing so may break Internet Explorer for some reason. (If this happens, don't panic; installing the USP will fix it.)

Legacy Update is a recommended option for enabling and fixing Windows Update on 2000 and above.
Windows Update Restored is another good option that supports 95 and above.
Alternatively, try Harry's WSUS server (see video on the page for more info).
